This dissertation is written on the basis of the collection of class literature and reference books to discuss the origin, the manifestations, causes, theories of the untouchable-problem, and with all kinds of measures the government had taken and the effects of them. And more importantly, it comments on the achievements and shortcomings of these measures and policies. And also, the paper combines the untouchable-problem with the modernization of India to find out the interaction of them.In addition to Introduction and conclusion, the paper includes another four parts, which deal with the origin of the untouchable-problem, the changing of it during the colonial period, the state of this problem after India has obtained its Independence and the reason that solve the untouchable-problem slowly. To investigate the development of the problem. Part one talks about the origin of the untouchalbes and oppression they've suffered, thus analyzes the ideological root. Part two addresses the changing of the problem during the colonial period, and explains the social reforms and conttibutions of the colonial government, the efforts had made and the pursing of freedom by the untouchables. Part three is the focus of the paper, which discusses detaily the policits the Indian Government has made after the Independence, to improve the status of the untouchable in law, economy, education and pubic opinion, and to abolish the untouchablism, therefore , brings out the author's opinions on the achievements and shortcomings of all the measures.Finally, by generalizing the above analysises, the author comes up with the objective conclusion, the untouchable is an extremely complex social problem left over by history, which has become a serious problem having held back the socio-economic development of India. If India can't break the traditional value systems, it will be difficulty for it to develop and accelerate its modernization. How the untouchables participate the process of social development sectors will directly affect the development of India. Therefore, only through more effective measures to address the untouchables, can everyone enjoy the benefits of the development and as a result, can India successfully embark on the development of the modern "fast lane".
