In the early period of the Qing dynasty,the rulers took the tolerant policy on the management of wine,and its effect in the law was loosen.In the era of Ch'ien-lung,the high food price,the enormous increase of population,the reduction of the cultivated area made the latency social problems showed up day by day.The Ch'ien-lung emperor issued a large number of orders to prohibit the wine-making and circulating.and organized the ministers to analysis the certain details on the course of prohibiting wine,and fiercly discussed the feasibility of the policy.Although the results of the discussions did not surpass the forefathers'ideas,they made the enforcement of policy avoid extremeness and blindness.Therefore, in the era of Ch'ien-lung the prohibition policy of wine took on the three characters : distriction,alternative,internality controdiction.But the prohibition policy of wine did not satisfy the rulers'wishes,the vast distance between the sublimate decision and real operation declarated the impracticability of the policy.On the fourth year of Chia-ch'ing,the Qing dynasy cancelled the prohibition policy of wine.and began to charge the tax of wine.The substance of the prohibition policy of wine in the era of the Ch'ien-lung was a expect,which tried to intervene the mercantile activity by the government power and attempted to stable the society. But the problems the Ch'ien-lung emperor had to face were that the enormous increase of population had surpassed the enduring range of the feudal economy,and the disease latened in this stucture gradually aggravated at the promote of the population. But in face,the prohibition policy of wine still remained the condition of the repairment,which had no benefit to the social problems.
