| The practice of public art in China is less than 20 years. There ate still disputes in academic field about its definition and cultural connotation. Some people regard it as art existing in material public spaces. Others think this transition of service target as a decline of art standard and place it in a position opposite to their "refined art" and "elite art". Therefore, it is necessary for us to have a further and meticulous discussion about the "commonality" of public art so as to understand its implied and deep cultural connotation and social spirit And at the same time let it exert its social function in the carrying out of china and assist the development of China.This paper opposes the perspective that only emphasize the material attribute of public art (the art in public places), and begins with its cultural attribute to argue its "commonality".Firstly view the development of art from the historic angle: as the necessary consequence of art development, service target of art turns to the majority. The emergence and development public art are all determined by art's social and cultural attribute.Secondly as a special spiritual requirement of all the mankind. The emergence of public art phenomenon reflects art's social function.Thirdly according to art's cultural attribute, artistic activity is public and open. The viewer's participant is a part of the whole artistic activity. One of the features of public art is that it narrows the aesthetic gap between arts and audiences, and facilitates artists produce arts that really belong to the people with a sense of particular social responsibility.Finally, this paper explores the relation between "commonality" and art from the manifestation of public art. Hence, we come to the following conclusions:一,Artworks exist for the viewers which is not only the annotation of "commonality" annotated by art cultural connotation but also the spirit embodiment of modern democratic society .二, The core of public art is art.
