Many laws and regulations are merely nominal.The third chapter is about the criticism of the selection and appointment systemof the county magistrate in the period of Nanjing National Government. The part summarizes the characteristic that the system carried forward, analyzes the inefficient causes of the system, points out the shortcoming and lessons.The fourth chapter compares county magistrate's examination system with the ancient Chinese imperial examination system, the election and appointment system of the county magistrate in the period of Nanjing National Government with that of Yuan Shikai's government, analyses their similarity and difference. Then we can grasp the system all-round special quality in the long river of history, avoiding studying it in isolation from others.
