On The Structure And Foundation Of County Government Of The First Ten Years Of Nanjing National Government

County is the foundation of the country's politics, it attracts previous rulers'attention, inclouding Nanjing National Government. After Nanjing National Government set up, all the dilapidated projects needed to construct, in order to consolidate and expend the power, Nanjing National Government controled the basic political power of the country strongly. Subsequently, it conducted a serious of modern reforms and rectifications for the county politics, and made it legal requirement, which provided the county government's financial, construction, education, and other functional department. After straightened out , the county government was injected into modern factors. This paper investigates the structure and performance of the county government, when it was in the transition to modernization. Thus proofs that the design of these systems , has it's progressive, rational and scientific. County government realized the transition from management to service. As the political corruption of the government itself, and the old forces'obstruction, the actual implement of these regulations wasn't satisfactory, the efficiency of the county was very low. This paper is divided into five parts.Part I: The internal structure of county government. Since the Qin Dynasty set up the county, it experienced many changes from simple to complex. Therefore, this section is divided into two parts. First, the organizational structure of county government in previous dynasties before 1927. Second, the organizational structure of county government during Nanjing National Government. By contrast, we can see that county government established modern political institutions. For example, civil affairs, finance, education, etc, which hadn't been established in previous dynasties.Part II: Study on the groups of the head of county. Nanjing National Government strictly provided the governor'qualifications, origin, as well as age for their appointment. The head's power was wider than before, they not only had the function of justice , but also had the function of education and construction, etc. The qualities of the head , to a certain extent, had been improved. However, these systems had not been strictly enforced, it was lack of the talent heads.Part III: Analysis of county governments'functions on charging agricultural tax. National Government set up special department and staffs for charging tax, but did not formulate a unified standards for it. County government still depended on the standards which had been used for charging tax in Ming and Qing Dynasties. These shortcoming gave the local forces opportunities to control the work of charging tax. The performance of charging tax, in county , is very low.Part IV: Inspection on the social and public management of county government. Including some modern functions, for example, education, construction, civil affairs, social order, etc. However, the county government had made certain achievements, as corruption of staffs working in government, and being lack of funding, the effectiveness of this function played small.Part V: Conclusion.
