The donation is mainly about actions and rules that someone pay a sum of money for acquiring the official position .it is very popular in all feudal dynasty in china.Beginning with the Zhan guo Qin han ,the donation had been a long way until the Qing dynasty .In the Qing dynasty ,there was much argument about the donation .All of them focused on the reasons of the donation and all kinds of bad effects on the donation ,such was gradually becoming a public opinions about the donation .The donation had such characters in the late Qing as contiguous variety ,which lead to all kinds of abuse and lots of arguments. Until now .though the donation of the Qing had been studied briefly in academic circle ,no one had made special research about the public opinions on the donation .Considering it ,the author try to do some investigation, arrangement and analysis about before and after the war of Jia wu .expecting that more researchers take their interest in this issue.Contents of preface mainly discuss the present condition of the public opinions on the donation before and after the war of Jia wu.The article has been divided four sections:The main contents of first section discuss the total condition of the public opinions on the donation before and after the war of Jia wu.lt explain that opening donation, reforming donation and stopping donation have formed pattern of mutually existing. Then, commenting on the stopping donation has gradually developed the mainstream.The second section emphasize on the concrete advocacy and different motive of stopping donation. Men insisting on such view ask for either stopping donation for official of state, province, Taoism, official residence, state .province keeping others, or stopping the temporary donation keeping the regular donation. Some of them even argue that all of the donation should be abolished and imitate what the ancient did in the issue.All purpose is either increasing the financial revenue mediating and clarifying the road of official or smoothing the way for new policy and reforming the system of official.The third is mainly about the social reasons of stopping donation. Besides the defeated in the war of Jia wu. There were several other reasons: function of donation gradually lost, nothing done by the top-rank of officials and opinions supervising weaken.The forth is about historical limitation and social effect on stopping donations. The limitation is that origin of donation had not been fully recognized,the assignation to the dominating peoples had been neglected. The social effect on the issue have two aspects: one is that if government want to rectify the official and reform China, they must stop donation, which had rooted deeply in the human's mind and become an inconvertible tendency. Second is that government must take some steps to cultivate talent and make more money and economize after stopping donation .Only doing so, can it reconcile with the social thoughts .The end explain briefly the two reasons that opinion of stopping donation had been frustrated: one is that intellectual mixed opinion of donation with new social thoughts, which resulted in the frustrating with the reform losing. The second is that people who suggested stopping donation was inferior strength than those who suggested opening donation.
