Western ideas were introduced into China in the early years of Republic of China. After stages of preparation, burgeoning and reform, they were accepted by the political system as part of ideological foundation. Since Hsinhai Revolution, China underwent a series of significant political events: from presidency to duty cabinet, from republic to Yuan Shikai's monarchy. Political system was extremely unstable with governments replacing one another. And what's worse, warlords' interference disturbed national stability even badly. In this period, a republic was establish, Temporary Constitution was implemented, Nanjing and Beijing temporary governments were organized, congress and senate were formed, and new political standards such as parliamentary and representative system were set. However, a combination of elements ultimately led political reform to failure. Beginning with an overview and analysis of the political system of early Republic of China, this article, on the basis of examination of political environment, economic conditions, historical background and political mechanism, studies the causes of political reform failure in that particular period. I hope this article can offer a perspective for later studies as reference, as well as lessons for construction of democratic politics in China.
