Qin-ba mountain area refers to the vast area between Qin-ling mountain range and Da-ba-shan mountain range. In this place there were undulating hills and a dense forest here and there. From the Eastern-Han on, it was always a sparsely populated area. The social productive forces were also backward there. At the end of Ming Dynasty in some places of Jiang-nan area with the development of commodity economy the seeds of capitalism had sparsely sprouted. At the same time, because of the series of policies of population and those of registered permanent residence which Qing Dynasty carried out, esp. that of soliciting the external people to cultivate the wasteland in Shaanxi Qin-ba mountain area, a large number of outside people came into the places. The increment of population, the rich in natural resources and the large amount of wealth that was accumulated in Shaanxi area from Ming Dynasty became the three factors which gave rise to the emergement of timber workshops, iron works, and paper mills which were the marks of the seeds of capitalism. The intention of this paper is to portray the basic features of the capitalism in this area in Qing Dynasty by means of analysing the causes of the emergement, the degree of the development and the causes of the dropping-out of the seeds of capitalism in this place.
