It is an important matter that transferring millions of cadres to work at the grass-roots level or do manual labor in the contemporary history of China. However, the policy is mentioned in rarely comprehensive historical works. There isn't specialized research about it in academic circles to this day. Being a young historical worker, I am determined to do some basic research on it. The policy that transferring cadres to work at the grass-roots level or to do manual labor is attemptly expounded in this paper on the basis of historical documents and concerned academic achievements. This paper contains five sections. Section One not only defines the cadre, the transferring cadres to work at the grass-roots level or to do manual labor and the public servant. Moreover, it discusses the environment at that time. Section Two analyses the cause of appearing, the pattern of implementing and objective evaluation of this policy before the Great Cultural Revolution. Section Three expounds the cause of implementing, the concrete expression and the objective assession of this policy during the Great Cultural Revolution. Section Four expounds the transformation and exact expression of this policy in new era. Section Five draws the conclusion that this policy is very necessary in new era.
