Since the late Yang-wu Dynasty, the Bi-Capitals-System which had existed in the Southern Tang Dynasty has been extended to the end of the regime. Besides the first chapter, this thesis concentrates two parts:The second chapter is about the previous part:Section I is about the Yang-wu Dynasty's Bi-Capitals-System, which originated from political struggle between Xu Clan and Yang Clan, and this struggle had split the power, forming two political center. And when Xu Zhi-gao began his own dynasty, he made the Yangzhou be the East-Capital and Jinling the West.Section II is about the Southern Tang Dynasty's Bi-Capitals-System, with the Jinling government for the West and Jiangdu government for the East. However, despite the Jinling government for the West was there, we could hardly found some governors with the title of Jinling Yin, while there were many governors with the title of Dongdu-Liushou.Section III reveals the existence of the Southern Tang dynasty's Bi-Capitals-System which contains political significance and practical effect. For Nanking government, as a capital, is the holding place for many important ceremonies, especially Heaven scarifying and Temple visiting, it can reflect the important role of Nanking. As for the East, a town sited on the north bank of Yangzi River, is very important for its military. Therefore, the Southern Tang emperor Liezu once had visited the East-Capital, to show its importance. In addition, when military threat arrives from north, Liezu also sent important ministers to guard the city. However, due to underestimation of the Northern Zhou Dynasty, the city was eventually fall under the army's attack.The second chapter studies the case of the latter period:Section I reveals the abandonment of Yangzhou and the importance of Hong Zhou. After the Huainan area occupied by the Northern Zhou Dynasty, Yangzhou was took over and re-set with a Huainan Jiedushi. However, the Northern Zhou emperor Shizong's dying words made the Southern Tang began to adjust the mentality; they began to strengthen Nanking and Nanchang city with defense instruments.Section II is about the transaction of the capital from Jinling to the South-Capital Nanchang. Although there was only one minister agreed, he moved the capital to south, in order to get rid of his unpleasant. He spent his time in Lushan and other area, but the government was still on its normal operation, including the maintenance of the tributary relationship with the Northern Zhou Dynasty. In addition, the Privy Council was still staying in Nanking, and therefore political relations between this with politic are none. As the South-Capital had become a real Capital, its palaces were renewed, the court dealing with government agencies were also normal.Section III is about the Bi-Capitals-System after the capital was returned to Jinling. During this period, although Jinling made some preparation of degrade, but also buried Yuanzong and constructed the Golden Rooster and other acts which can still proof the capital status of Jinling in Southern Tang Dynasty. As for the case of the South-Capital, the author sorted out five Southern officials; then pointed out that the Southern Tang emperor Houzhu killed the governor of Southern-Capital Lin Renzhao because of the jealousy of others generals. Eventually, with the defeat of Houzhu, hundreds of thousands of troops in the hands of Zhu Ling Yun, Lin's old man, was destroyed.
