The Zongguan Fu System itself also has significant changed in that time. Therefore, the study of the Dudu system perhaps helps us understand the changes that the central government controls the local. By inheriting and comparing the previous achievements, the thesis puts the evolution of the Zongguan Fu in a certain history environment.Based on this, it analyzes the functionsof Zongguan Fu in Northern-zhou and Sui Dynasties and examines its role at that time.But the change of the system is very complicated and academic sphere has achieved a lot. So the thesis tries to study some problems which has many disputes or has not gone deep into such as types of Zongguan Fu, the changes in function, the relationship between the general director and the Central, etc. Through collecting relevant materials, the thesis employs analyzing and comparing and investigates the characteristics of the evolution of the Zongguan Fu in the line of time.The thesis consists of three parts.Part 1 elaborates the establishment and development of Zongguan Fu. Through the discussion of turning the governor to the general director, the thesis points out that central political conflicts is the direct cause for reform. It is classified by time, jurisdiction and function, and it discusses the types and functions of Zongguan Fu. Then it investigates the Zongguan Fu which is the top authority organization and its functions in strengthening local order, boosting local development and guaranteeing countiy's safety. Lastly, it talks about the establishment of Zongguan Fu and official position system, considering that "shi liu nei"(视流内)is not only characterized by private property but also has difference in civil and military officers, internal and external officers.Part 2 explores the power of Zongguan Fu and its changes.Based on the studies of relevant historical literature, the thesis analyzes the power, responsibilities and situation of implementation of ti. Thinks that the power comes from the Central and it forms a connecting link between the preceding and the following. When the Zongguan Fu consolidates the military-political power, it also promotes the reform of local military separation at the same time. With the unity of Northern and Southern Dynasties, the local improves a lot, which promotes the government's transformation. The Central consolidates the local through the control of selecting the Zongguan directors in Zhou and Sui Dynasties. The Central ensures the country's stability by maintaining the balance of local power. If not, the nation may be caught in turmoil. Under the certain condition, the Zongguan Fu has a significant impact on the regime's change. Yuchijiong's failure highlights the security system's defects of the Northern-zhou Dynasty. In view of this, Suiwendi reforms it, but it brings new crisis again. In the end, the properties and status of Zongguan Fu are discussed. The thesis thinks that it is just "quasi-administrative region" although its functions have little difference with the state in Sui Dynasty.Suiyangdi abolished this system, which doesn't mean the end of Dudu system, and soon it had been recovered in the end of Sui Dynasty. It marks that after nearly five hundred years'evolution, Dudu District becomes the official administrative districts in Tang Dynasty.Part 3 investigates the relationship between the Zongguan and the central government. Through the strict management and the control of inner relationship, the Central ensures its authority. Based on these investigations, the thesis puts forth that with the border's normalization in controlling, after the gentry was brought into the country system, the Zongguan as the representative of the gentry gradually lost their local support, and finally they became bureaucrats catering to the authority. The power is given by the Central, which decides that the Zongguan must bear the central political changes to a large extent, and they have little impact on the Central.All in all, the development of the history leads to the reforms of the Dudu system. In the end of Bei Dynasty, with the return of the authority, the unity of the country and the weakening of the local militarization, the Zongguan Fu changed inevitably, and it became the official administrative districts in Tang Dynasty.
