Public Governance Framework, The Government Of The Aids Crisis Coping Strategies

AIDS has become a global public crisis. Since the Chinese government discovered a large number of HIV between drug users living in Yunnan border in 1989, government's attitude and behavior have experienced the big transformation, from denies negatively to faces positively, HIV prevention and treatment has made significant achievements. However, as the emergence of civil society, the emergence of autonomous organizations, the awakening of civic awareness, as well as "government failure", the effect of Government controlling AIDS "go it alone" is no longer evident. As the theory of public governance rising and growing strongly,more and more organizations and individual took this as the instructions, devoted together in eliminating the AIDS crisis's spread,"cooperation","governance","coordination","network"had become bound to the AIDS crisis management, it learned from public governance theory to change the behaviors of government: from a single subject to multiple management actors, from the traditional rule-based, control-based governance approach to equality, consultation. It emphasized the pluralistic participation of various civil society organizations, Medias,business and personal in the process of social and public affairs management. It emphasized the cooperation, interdependence and interaction between the State and social organizations, individuals, breaking the traditional dualistic thinking between the state and society. It has great significance for the current development of our society.Then, the government how to integrate effectively all the strengths and play effectively a leading role, how to deal with the AIDS crisis in ethnic minority areas in Yunnan border,which had become the major issues that consider governance capacity and promoting prosperity and stability in border areas. Under the public governance theory's instruction, through investigation, interview on the spot and other forms, collected and sorted out the literature materials about government departments and individuals,this article analyzed the local socio-economic, culture, HIV infection, drug abuse and government coping strategies, drawn some conclusions: local government lacking the sense of crisis, the government unilaterally-leading HIV prevention and controlling crisis, discussed the characteristics of AIDS crisis, the non-traditional characteristics of public crisis, demonstrated the possibility of the introduction of public governance theory in the process of dealing with AIDS crisis and the function of multi-role, combined with the strategies using in the process of dealing with AIDS crisis and failures, proposed the strategy multi-dimensional altogether govern AIDS crisis.
