This research focuses on medical Practices without license, and mainly explores the effection of governance policies. Based on the actural situation in Wenzhou, the article analyzes the reasons that caused medical practice without license and the difficulties the government encountered in the process of the governance. Although the local gnvemment has had a lot of laws to depend on and has made a lot of efforts on expanding enforcement to control medical practice without license for a long time, the results of the implementation are still not optimistic. It is still common phenomenon today. It's obvious that the policy implementation process is one of the problems, and at the same time, it is necessary to make scientific and rational policies.Medical practice without a license must be controled, which seriously treaten the health and safety of all citizens, especially the people of low-income. It also disrupts the normal market order of care services. It is harmful to the country and the public.However, let's look at the current situation of governance. The policy formulation is imperfect. The executing agencies can't coordinate and communicate with each other smoothly, and the integration level is not high. The agencies are not able to effectively coordinate with each other and fail to form a joint force. Moreover, law enforcement administration in health is weak and of a single form. The present medical services are not satisfactory. All of the above factors affect the implementation of governance policies, and it is difficult to achieve the original policy objectives.Through exploring, this research puts forward that it is necessary to solve the problem completely by combining "guidance" and "control". "Guidance" requires executive branches of government to formulate a scientific and reasonable policies and to accelerate health system reformation. In order to create a good environment and provide quality service, innovative ideas and mechanisms are necessary to guarantee legitimate medical institutions to provide safe, effective, inexpensive and convenient medical services. "Control" requires the government to improve its management policy and implementing agencies. Government takes charge and the functional departments have to take their own duties and coordinate with each other to crack down crimes against the people's health and safety. Government and people work together to make every effort to form a long-term management and standardize the medical services market order, and then build a harmonious society.
