Xinxiang City Of New Rural Cooperative Medical Tube To Do Separation Of Run Mode

In order to ameliorate the farmers's medical safecguard problem in the countryside, the central committee of the CCP and the state council have carried out new rural cooperatives medical servcice system in the national experiment site since 2003, which effectively alleviates the problem that it is difficult and expensive for the farmers to see a doctor, thus returning to the poor situation because of disease. In this system design the government still defers to the traditional administration thinking, and takes care of everything in the whole process from the system design to the implementation and supervision, which has lots of problems that can't be neglected in fund raising, management, operation, effect and so on, thus influencing the implementation effect directly. As the first national city which implements the new rural cooperatives medical service experiment site in the whole county(city, area), Xinxiang establishes "the separation of management and supervision pattern" by exploration in reality, which is known as "Xinxiang pattern". In this pattern, the government organises and guides; China Life Insurance undertakes service; the fixed medical organisation provides the medical service, The new rural cooperatives medical organization in the city,country(city) and relative departments supervise and manage. We should study and summarize the experience of "Xinxiang pattern" thoroughly. It not only benefits the improvement and perfection of "the separation of management and supervision pattern"in Xinxiang. but profits the new rural cooperatives medical service in the whole country especially the middle area. It is a topic which has great theory significance and practical value.Therefore, through methods of contrast, literature search and investigation study and by linking the government public administration correlation theories, studying Xinxiang's "the separation of management and supervision pattern", analysing "the Jiangyin pattern" and "the Panyu pattern" which are the national policy prescribed models and develop well in China, this article thinks that " the separation of management and supervision pattern" is practical and feasible by purchasing business insurance undertaking service in Xinxiang. It can strengthen the government supervison ability, dodge the management risk, improve the operation efficiency, break through the government's management idea and open a new way of the government's management idea. But it has some problems, such as, the breakthrough of policy boundary, and not perfect mechanism and not enough supervision.
