With health care reform in China going on in the last three decades,both local and central financial have continuously increased the input in health care. However,China is still on the primary stage of socialism,facing a lot of the problems-- the large population,the low levels of per capita income,the large gap between rural and urban,the differences between different regions,the uneven distribution-- which result in the total lack of medical and health resources, unreasonable configuration,low efficiency and so on.All in all,current supply of medical services is difficult to meet people's increasing needs."Difficult to see a doctor" has not been solved effectively.How to optimize and scientifically dispose health resources not only is the crux which results in whether health care reform will be a success,but also is the criterion that will judge whether the health care reform program is effective and efficient.The latest health care reform policy introduced in 2009 encourages large hospitals with good conditions to promote the rational flow of medical and health resources by trusting and reorganizing in accordance with the requirements of regional health planning.It also points out that the reorganization of a hospital is in line with the overall spirit of health care reform.The reorganization can bring about our making full use of the medical technology of large city hospitals and expanding the range of medical services,which adds the value of urban and rural medical and health resources by interactively transferring,and increases utilization of medical and health resources.That is the tendency of China's health care reform.It's also the inevitable trend to break all kinds of subordination and ownership and optimize medical and health resources.This paper analyzes the two different reorganizations,comparing a public hospital(Levelâ…¢Class A)with a public hospital(Levelâ…¡Class B)and a private hospital.It confirms that the reorganization of public hospitals can help to use the excess medical and health resources,lower operating costs,enhance their own value,achieve bilateral complementary advantages both in technique and in person,strengthen their researching and developing capability,and raise the level of management and efficiency to achieve the strategic objectives of reorganization. However,every coin has two sides.The reorganization may cause a monopoly market supply,and may damage the interests of the community.So it needs a policy to guide and regulate,especially when a public hospital and a private hospital are reorganized or when contradictions and conflicts between public and private appear.At the end of this paper,the author gives her suggestions on how to best reorganize hospitals to optimize the allocation of regional health care and keep the benign state of the sustainable development.The following are the suggestions given by the author:To establish standardized procedures and a sound regulatory system,to overcome constraints brought about by cultural differences between different hospitals,and to win public trust through the three-tier brand-level effects.
