Survey Of. Linqu New Rural Cooperative Medical Care And Countermeasures

At present, the farmer's medical protection is an important part of the overall social medical protection system. And it is an important content for applying the Scientific Outlook on Development and building the harmonious society that the new rural cooperative medical should be developed to establish a rural medical protection system in steps. Besides, it is also an important and emergent task for governments at all levels.This thesis is about the development of the new rural cooperative medical system in Linqu county of Shandong province. The aim for the thesis is: firstly, research the mode and experience of rural medical development. Secondly, analyze the problems for the new rural cooperative medical development in Linqu county and give the solution. By using the research way of combining theory with practice and coordinating standard with demonstration, and after the research work on the cooperative medical practice in Linqu county, the thesis has analyzed the problems for the new rural cooperative medical development of Linqu county, and put forward the solution on basis of the experiences from the rural medical protection system reform.Through visiting the township farmers and researching on the new cooperative medical practice in Linqu county, the thesis finds out following problems now existing in this county: the first is that the government's input level is low, and the finance collection way for new rural cooperative medical is simplistic; the second is that the farmers' free will for joining the cooperative medical system is weak, and the joining rate among towns is unbalanced; the third is that the township hospital is poorly equipped with medical installations and its staff members are incapable to meet farmers' medical requests; the fourth is that there isn't a management and supervision system for the new rural cooperative medical fund, thus probably bringing out ethics-lacks; the fifth is that the reimbursement rate is very low, while the fund surplus amount is very large; and the sixth is that the farmers is caring little about both disease prevention and health-examination.To solve the above mentioned problems, the thesis puts out following solutions: the first is to enhance the law and government support to promote sustainable new rural cooperative medical development; the second is to conscientiously increase the fiscal input and improve the finance collection mechanism; the third is to enhance the supervision on medical sectors to prevent the medical cost excessively increased; the fourth is to enhance the fund management and properly increase the reimbursement rate; the fifth is to make a reasonable compensation mechanism to improve the reimbursement system; the sixth is to establish and improve the fund supervision mechanism to guarantee the fund security; the seventh is to enhance the township hospital's construction and establish a third-degree health network; the eighth is to improve the rural medical aid system to solve the medical problem for the poor group; and the ninth is to establish the free health-examination system to lay equal stress on prevention and cure.Through careful research and analysis, following conclusion is finally made out: the new cooperative medical system is an important act to guarantee farmers' health as well as solving the medical problem of difficult to see a doctor. So this system must be kept for a long-period and steady development. It is a need to publicize this system through various means to let farmers understand the policy well and get benefit from it. It is the basic way to solve the financial problem that the government should consistently invest in healthcare resources and widen channels for finance collection to guarantee the farmers' benefits to the greatest extent. It is an important guarantee for implementing the new rural cooperative medical system through ways of conscientiously improving both medical conditions and doctors' professional skills of the township hospital. And, to guarantee the medical fund well used, an effective management and supervision mechanism covering the farmer, the local government and the central government should be established.
