Beijing Community Public Health Services Costing Applied Research

With the society progress and economic development, there are still many problems such as the high medical expenses, to take unfair advantage of health service and lack of public health service in medical service system in our country. Further more, as the increasing population of the aging and the threat from chronic disease, the resident increases to the health service's demand and tends day by day the diversification, our country's health services system is facing the stern challenge.The community health service is the important component of community health services system reform, has undertaken the basic public health work and is the bottom of public health net. Because the public health service has the non-competitiveness and the non-exclusive characteristic and the external effect, the government should undertake the responsibility of community public health service main fund raising. According to a lack of a state budget,the government to the community public health service investment is unreasonable which causes the public health function not to be able to display fully. Therefore, it needs to solve the following three problems at present: First, what is the community public health service? Second, how much the community public health service costs? Third, How to carry on the payment to the community public health service?The community health service centre's benignity and the sustainable development rely on government's reasonable investment, and government's reasonable investment relis on the community health service cost calculation.This research is under the support of the subject"Beijing community health service cost calculation research". It is for the purpose of studing community public health service project which conform to Beijing actual situation and the compensation standard, to provide a basis for the government to serve the policy about the related community health.This research takes the investigation object by 10 community health service centers in Beijing. Through questionnaire survey, interview and spot inspection, the research grasps the current situation and problem about Beijing community public health service project, further standardizes the content of Beijing community public health service project. Through reckoning the cost of the community public health service project and analysis of the cost constitution, the cost characteristic and the project characteristic, studing what, how and how much the government pay for the community public health service. So as to promote community health service institutions rational use of resources to ensure that the community public health services fair, adequate provision.
