The new rural cooperative medical system, a part of social securtiy system in our country,devoted to solving peasants' problems reverting poverty because of serious diseases,hold an importantly theorical and practical place to realise the same medical system of rural and urban,to handle the problems of "agriculture,country,peasant",to construct "well--off society" since being implemented in 2003.As a servics system for peasants,their partcipantion determines its success or not .The essay,taking a certain exploiting country "T" of Henan province as a sample,researched the practicing condition of this system through questionaire method,private talking way and documentory method,paid great emphysis in the most important factor:trust,affecting peasants of country "T" on participating the system, and analysed The relationship between trust and system.The essay firstly reviewed the study to the system of our country and the trust in domestic and oversea. In the major part,the author depicted the two stages through which country" T" went during carrying out the system:the stage of confusion and exploitation, Analysed the causes of peasants' untrust to the system ,including benifit disrange during social transition,the intrinsical defects of the system,inconprehention of regulation ,the habital infuluance of tradional trust patern, through the whole description from the system's implement at first to present embarrassing condition ,and strived to give rise to some proposals and sugestions based on them.
