In the first section, we refer to the past dynasties medical book and modern material, the conclusion which deficiency of kidney is the root of etiopathogenisis of diabetes mellitus had been obtained. As well as the modern research of etiopathogenisis of diabetes mellitus support this conclusion. In the second section, we seeked the effectiveness and indication of shengqi wan, which originate from JingKuiYaoLie. Since it can invigorate the kidney qi and adjust balance between Yin and Yang, shenqi wan is the most suitable prescription treated diabetes mellitus of deficiency of kidney. In the third section, utilized literature research method, we research the regulation of treatment of diabetes mellitus by shenqi wan. 1136 cases, which come from 57 public issue papers, had been collected in this research. Its effective power is 73.2%. This result shows a broad application prospect using this method.Shenqi wan treat diabetes mellitus for hundreds years, however, its usage did not unite in clinic, and its base research is not enough. According to evidence-based medicine and criterion of modern research, we have to work hard.
