Provincial Basic Public Health Services For Package Design

During planned economy time, our country has obtained the great achievement in the public health domain which attracts worldwide attention. Since the reform and open policy, health organizations and public health organizations has become market-led, the public health function has been desalinated, which resulted in partial infectious diseases was started to resurge and new problems of public health appeared unceasingly. SARS, which exploded in 2003 demonstrated the public health crisis to us all. Central government as well as local government began to pay great attention to the public health. All levels of governments were in the positive research of new public health strategy, like what services to be provided? How to provide? Whom to be provided? Based on the background, this research is planned to solve above problems by designing and implementing essential service package of public health.The World Bank and the World Health Organization introduced the service package into health sectors in 1990s by the definition of essential service package of health, the steps which would be followed and factors which would be considered when designing the package. Local researchers in China started to use technology of service package to design suitable service package after they have realized the merit of service package. Central government also positively explores to design the national essential service package of public health, which is to be provided to the whole nation to further realize the central authorities and responsibilities in the public health domain. In order to satisfy the demand of public health service of provincial citizen, provinces will design essential service package of public health of provincial level, according to the national essential package.Because provinces differ in climate environment, economical condition, human geography, public healthy problems and so on, they are inevitable to have different demand of public health service. Therefore there are wide ranges of differences in designing essential service package of public health for different provinces. However, how to design the service package systematically according to differed provincial circumstances, still lacked the support of methodology research.This research manages to work on the methodology of designing essential service package of public health for provincial level. At the same time, through designing service package of public health for rural areas in Qinghai, the design practice is to be improved, the feasibility of the service model by this research is to be test and rectified.
