As the pharmacy administration organization in hospitals, hospital pharmacy administration committee (HPAC) plays an important role in supervising and administering pharmacy and related issues in hospitals so as to secure drug quality, assure the safety, effectiveness, economy and rationality of medication, and protect people's health and legal rights of drug use, etc. HPAC has gradually become a basic institution of hospitals, and is an indispensable part of the operation of hospitals. However, HPAC has some deep conflict in organizational structure, i.e. unreasonable design of organizational structure and unregulated operation.Analyzed with the concepts and methods of organization theory, all the uncommon phenomena of HPAC reflect the following problems in organizational design and operation. HPAC lacks clear goals and tasks, unreasonable organizational structure impairs the effectiveness of HPAC, unregulated operation affects the work efficiency of HPAC.Problems in organizational structure should be addressed through organizational restructure. Taking Beijing Hospital as an example, it has realized the following reforms:First, it analyzed the goals and tasks of HPAC, and reoriented the organization. The followings should be added to the description of HPAC's mission: promoting drug use safety and effectiveness, improving medication technical level, effectively reducing the operation cost of medical care institutions and medical expenses of patients. The maximization of patients'interests becomes the basis for HPAC to make decisions on various issues, and 15 basic tasks were derived accordingly.Second, while determining the tasks and analyzing the environment of HPAC, the organizational structure of HPAC should be redesigned. Work segmentation makes it possible to divide work. In this way, it changed the unfavorable situation of generalized management in simple structure. Based on work division and department segmentation, management, administration and technical support personnel are designated to each professional committee, which makes the sub-systems comprehensive and effectively secures the operation of the entire organization.Finally, it improved operation mechanism and enhanced regulated operation level. During the stage of identification and resolution of problems in decision making, corresponding regulations guarantee the full presentation of suggestions and comments. In addition, the selection of committee members fully considers the representativeness of specialties and pays attention to their education and occupational background; therefore, when facing non-procedural problems, they willhave more thorough consideration and more comprehensive options to solve the problems. Under such decision making system, decision making quality will surely be improved significantly, and decision making efficiency and implementation efficiency will be enhanced greatly.The paper briefly retrospects the history of HPAC, lists problems in operation, and analyzes the causes of these problems in organizational structure, and tries to reveal the origin of such problems. The author uses organizational theory and methods, takes the organizational restructure of Beijing Hospital HPAC as an example, brings forward a set of proposals for the design and regulated operation of the organizational structure of HPAC with certain value, and forecasts the future development trend of the organizational design and restructure of HPAC.
