Objective: To apply the methods of management epidemiology, and to explore the relationship between the management factors of family planning services and IUD failure, put forward the policy suggestion and prevention strategies to improve the quality of family planning services and the reproductive health status of women at the reproductive age.Method: establish the theoretical framework for the management epidemiology by theoretical study, analysis the management factors may lead to the failure of IUD according to the factors analysis, review the literature about the possible factores related to the IUD failure and think over the suggestion of study related person to forme questionnaire. We investigated 2,189 target women of Shandong Province from three counties and 9 townships as well the investigation on related services organization and personnel. Make the total failure rate and the accumulative failure rate as indicators for statistical description, single related analysis and multi-factor regression analysis to explore the possible factors impacted to IUD failure put forward policy and technical recommendations in accordance with the results of targeted.Result: it is a better representation for women at the reproductive age of Shandong Province, but there is statistical significance on the distribution of services and personnel. The total failure rate and the accumulate failure rate in 12 month is 3.2% and 6.0% respectively. The main risk factors related to IUD failure are the last induced abortion outcome of pregnancy for women, in addition to reviewing the use of contraceptive methods beside IUD, the protective factors is B ultrasonic check in three month' s follow-up inspection.Conclusion: Management epidemiology is a useful tool in describing the characteristics of family planning services clients, service providers and staff, as well as the associated factors analysis of the failure of the IUD. However it is limited by the research methods, research samples and researchers, the research result should be continued in-depth and application scientificly.
