Objective To analyze the financing status of Congenital Heart Diseases(CHDs)prevention and treatment by estimating China CHDs expenditure on prevention and treatment by quantity,health function,financing scheme and health provider.Method Use the data from field surveys conducted in 9 provinces and statistical material to estimate the consuming status of quantity,health function,financing scheme,health provider under the framework of System of Health Account 2011(SHA2011)and the “top down” method.Results In 2014,China CHDs expenditure on prevention and treatment amounted to 4135 million yuan,among which curative care expenditure accounted for 73.84% and preventive care expenditure accounted for 26.16%.Inpatient care,prenatal screening and diagnosis are the main health function.The expenditure on prevention and treatment was mainly from hospitals while lower from public health institution.The cost of prevention and treatment accounted for 39.17% of the family health cost.The expenditure on treatment of Atrial Septal Defect(ASD),Ventricular Septal Defect(VSD),Patent Ductus Arteriosus(PDA),Tetralogy of Fallot(TOF),Pulmonary Stenosis(PS)is respectively 1222.56 million yuan,440.18 million yuan,398.85 million yuan,336.63 million yuan,123.17 million yuan,51.71 million yuan,49.22 million yuan,47.33 million yuan,45.74 million yuan.Conclusions SHA2011 can provide different dimensions to describe China CHDs expenditure on prevention and treatment.Timely adjust the specific subtype of CHDs in the critical illness insurance of the New Rural Cooperative Medical System,and bring the higher-cost subtype into the critical illness insurance,such as coronary artery bridge.To improve the reimbursement rate of medical expenses for CHDs and reduce the economic burden of children with poor and low income families with congenital heart disease.
