Therefore, to establish and perfect medical security system in rural areas of our country should become a governmental urgent matter. This paper develops a profound research on the central problem how our country establish rural medical security system.This paper is to explain important meaning and function of establishing and perfecting rural medical security system based on analysis of importance and urgency for rural medical security system. First, in current world, no matter what social consciousness there is in this country, the development of social security system is always increased to stabilize social order and promote social development. Being a important part of social security system, the health security is highly paid great attention to by government, and it is governmental job and duty. The next, China has joined the WTO, with the globalization of economy, the Chinese agriculture faces big challenge again. On the one hand, the agricultural product of our country is difficult to be sold, the income of peasants increase slowly, this will affect the production and life of peasants. On the other hand, the emergence of rural excess labor force may make some peasants who lose their land be placed in a situation of unemployed and unemployed in half. Peasants being minority community, how do their security( including medical security) problem be resolved? Along with the industrializing and citifying of China quickly, the peasant population keep on moving to cities and towns constantly. If the medical security problem of peasants would not be solved, it would produce big impact on medical security system in cities and towns, and affect medical security system to move steadily .Therefore, the medical security of the peasant population has become the important problem that can't be neglect. In addition, our country is still placed in the important period of perfecting socialism market economy system and completing industrial structure adjustment, it will produce prominent function to establish and perfect medical security system in our country for promoting reform and development of social economic system, alleviating economic incidence of peasants, resolving poverty of peasants from illness, embodying socialism fair principle etc.However, what kind of medical security system should be adopted in the large rural areas of our country is a problem deserving to be studied again, this is a analytic point in this paper .Territory is vast in rural area of our country and the difference of economic development level in east, south, west and north is very big, therefore, it is impossible that a kind of medical security system mode covers large rural areas.
