| Rural health care is an important component of China's health care, and it is also very weak. It is not only related to improving the quality of the whole nation, but also related to rural social economic stability and healthy development. As the most basic medical organization of the three-grade medical net, village clinics bear the task of public health services in rural areas. It is responsible for disease prevention, maternal and child health, health education, rehabilitation of persons with disabilities, and provides common disease diagnosis, treatment and referral services. Village clinic is a non-profit medical institution.In recent years, with governments at all levels paying attention to primary health care services, village clinic's function has been further strengthened. Service facilities have also been significantly improved. But there are still many problems and shortcomings. Based on the study of village clinics, from the functions and standardization of starting, it was comprehensive positioned. Analyzing a series of major policies and regulations of the health sector, I will research that whether the operation of village clinics is contrary to the original intention of policy, and research the development of village clinics dilemma, which found problems and propose appropriate policy measures. Based on the actual survey of Lu Shan County of Henan Province, the survey of objects include of the 20 townships,50 administrative villages,66 villages doctors. To beginning with, the data were collected and analyzed, which the data is from questionnaires and interviews. What's more, the relevant literatures were comprehensive analyzed. Lastly, some rational suggestions were given. This paper argues that the village clinics are lack of government investment, and the overall quality of rural doctors is low, and health facilities are poor. Government should increase investment and improve the overall quality of rural doctors and improve the environmental of medical treatment. |
