For a long time, as the third echelon of the banking sector after national State-owned commercial banks and nationwide joint-stock commercial banks in China, city commercial banks in the national economic and social development have played a significant role on financial supporting, especially for the support of local economic and social development. But since the birth of city commercial banks on the existing deficiencies, such as the weak capital strength, poor-quality asset, and core competence under disadvantages, greatly affect their survival and development, with China's financial system reform gradually in-depth and ever-expanding opening of the banking sector, city commercial banks are facing a more complex external competitive environment and a worse living condition. For the sake of domestic banks and "Big Mac" continued influx of foreign banks to control market better survival and development, many city commercial banks choose to "sink" to medium or small cities where the competitive pressure is less relatively, looking for new markets and opportunities for development.Leave a large urban where management resources are adequate but a fully competitive environment, to a small urban where resources are scarce but competitive pressure is relatively small ,how to develop? The correct choice and implementation of competition policy, making full use of external opportunities and effectively promoting its own comparative advantage, enhancing the core competence, achieving sustainable development, which is both the issue must be resolved by those commercial banks especially there small-city branch, and the subject of study on this article. The study on this paper, will choose Bank of Chongqing Tongliang-branch as the main object, and use of competitive strategy related theory and research findings, to analyze the competitive environment, the external environment and the internal situation of the branch. On this basis, to propose differentiation operator as the main competition strategy, and put forward the main policy measures and specific measures for the implementation of the strategy from the market segment, market positioning, marketing and strategic support.
