Adjustment Of Foreign Trade Development Strategy Based On Internal And External Balance Target

In the Open Economy, the aim of Macro-economy controlling is to realize the unity of internal equilibrium and external equilibrium, that is, sufficient job positions, stable prices, development of economy, balance of international payments and stable exchange rate. Since Reform and Opening-up, China's economy has gained great achievements and the degree of China's opening of the domestic economy has increased gradually. At the meantime, China's economy internal imbalance and external imbalance are worsening. Internal imbalance manifests overplus of save and too high of investment and the shortage of consumption; external imbalance manifests the increase of"twin-surplus".The causes which lead to internal and external imbalance are complicated. Besides the combination of financial policy, monetary policy and exchange rate policy, suitable foreign trade development strategy is also very important to the aim of internal & external equilibrium. Being viewed as the economic development strategy at the background of global economy, foreign trade development strategy is the guide of the internal and external economic movement, and is the internal variable of the policy combination to the aim of internal & external equilibrium. Suitable foreign trade strategy is of great significance to achieve the aim of internal & external equilibrium and to promote the healthy and sustainable development of national economy.Along with the profound changes of economic environment and economic system, China's foreign trade development strategy has experienced the stage from import-substitution strategy to export-oriented strategy. Export-oriented strategy is useful to solve the shortage of exchange and to promote economic growth in China's economic development, but it initiates and expands the situation of internal & external imbalance in China, which is harmful for the internal & external economic movement.Therefore, we need to rethink and orient our foreign trade development strategy and bring forward a new theory system of foreign trade development strategy at the framework of internal & external equilibrium, combining internal& external equilibrium theory with international trade theory and trade developmental strategy theory. The research is of definite theoretical and realitical significance for promoting healthy development of our foreign trade, solving the problem of internal & external imbalance, and promoting the comprehensive, coordinate and sustainable development of our national economy.
