In the past dozens of years, global economy and markets integrated with each other through world trade in the context of the tide of economic globalization throughout the world. Now, service globalization is gradually became the main content and leading force of economic globalization. In the context of service globalization, outsourcing service pattern is increasingly prevalent that overcome the manufacturing process and IT trade speed up to the R&D link of industrial chain upstream and the sale link of downstream. And it will be one of the most important carriers of globalization division of labor of service industry. The swift development of service outsourcing becomes the most noticeable phenomenon in economic globalization.We need to develop service outsourcing industry to promote the international competition of china. The service outsourcing industry has already form the region distribution pattern rely on some first-line cities like Beijing, Shanghai, Shenzhen etc. Meanwhile, the service outsourcing industry of china is transferred to the second-line cities gradually because of the influence of some factors like shortage of professionals and cost increases of the first-line cities. There are plenty of professionals, outstanding infrastructure and competitive cost to meet the needs of the development of service outsourcing industry in Xi'an, Changsha, Chengdu, Tianjin, Wuhan and Jinan, these second-line cities.Situated in the western part of China, Xi'an is one of first batch of cities that have been recognized as "the Service Outsourcing Base City of China". The development of Xi'an has a large radiation effect on the overall development of the western part of China.In the context of the swift development of service outsourcing, the article analyzes the competition of service outsourcing in Xi'an. According to the fact of the development of Xi'an service outsourcing, the paper uses the diamond model of the theory of Competitive Advantages of Nations to study the advantage and the disadvantage of Xi'an service outsourcing from the aspects of production factors, demand factor, relevant and supporting industries, corporate strategy, structure, competition and other factors.Then, it uses the method of factor analysis further to study the competition of Xi'an service outsourcing through the comparative analysis of service outsourcing industry competition of city, business environment, education and legal environment, based on the Comparison of sixteen Services Outsourcing Base Cities. The conclusion is that plenty of talents, outstanding infrastructure, large domestic marker and competitive cost are the advantages of Xi'an service outsourcing industry, and shortages are lack of professionals, brain drain, indifference to the domestic market, small scale of service outsourcing companies, lack of creativity, lacking government guide experience. At the end of the paper, it proposes some corresponding countermeasures to aim at disadvantage of the service outsourcing industry in Xi'an.
