Projects quality, especially quality of construction projects relate to the life and health of the masses. Its quality has an unusual significant for the masses. The government's quality control not only protects people's lives and properties, but also plays a positive role in the sustainable development of construction industry.With the development of the industry and the expansion of investment, the existing supervision model appears some unsuitable problems with the level of construction. Under the complexion, it is one of the exigent problems to solve that how to supervise the construction project effectively and assure the qualities of them and improve the level of construction. In view of this, the paper attempts to propose the reform measures of government supervision management of projects quality.First we described the knowledge of government regulation and summarized the quality supervision and management at home and abroad. Afterward we described the typical mode of supervision in foreign and present situation of quality supervision in China. Secondly, we discussed the characteristics of construction, pointed out that evaluation of the quality of behavior plays an important role in quality control, constructed evaluation indicator system and established the evaluation methods. Finally, based on the evaluation system, combined with the actual construction project, the evaluation of the quality of behavior is analyzed and the normal ways based on the evaluation of the construction quality action are summarized. We hope the measures could provide useful reference for the government supervision reform.
