In the context of economic globalization, the pattern of international industry and the overcapacity caused by modern industrialization makes the market increasingly competitive and leads to a specialization. To seize a competitive advantage and fast access to the benefit, the market occupation at a rapid speed is becoming a widely accepted concept and method. Since the industries of production and services have been cooperating very closely, the high-quality industry shows a growing need of the high-quality logistics services. Air Cargo, as an advanced carrier providing the quick delivery of goods, not only meet the requirement of high-speed operation on production and marketing, but also with its advantage of long-distance distribution meet the development of international specialization. Within the air cargo industry, as the allocation of resources is easily effected by the "market failure", the defects in air cargo distribution as well as the existence of regional monopolies, it is always not successful to implement the "non-stop" logistic service in the entire air cargo industry, thus it comes to an increase of the airlines'operating cost and a decline in the expected benefit. Due to the excessive transport capacity and the fierce market competition, the high-priced air freight will force many low-end customers to sacrifice the business efficiency and rely on the other low-priced channels e.g. the rail, the sea and the road transport. Air carriers are now facing great challenges on their future survival and development. The study on the structure evolution of logistics in the air cargo market is therefore of great practical significance to the Chinese air cargo and international logistic industry.The study follows the idea of the System Theory in the background of Internationalization and information. It strictly complies with the principles of clear structure, thorough analysis and the emphasis on practice. The starting point is to analyze the market needs of air cargo. From the evolution force of air logistic industry driven by the external pressure and internal suppliers, the author used the combined research methods of empirical analysis, comparative analysis, logic analysis, qualitative analysis and quantitative analysis. According to the theory of supply chain management and the business operating strategy, the author gave a structured analysis and an objective evaluation on the air-cargo related issues and concluded with the structural improvements and system innovation principles for air logistics which should be consistent with the development of information technology. The target is to solve the issues as below:First, to set-up a healthy competition environment and an advanced price mechanism and explore the effective market strategy which helps to extend the market share of air cargo. Second, to implement the flexible cooperation between the air transport and the rail, sea, road and pipe logistics and study on the supply chain logistics management in terms of the combination between air cargo and other transport carriers. Third, to stress on the new function that the air cargo will more and more participate in the government emergency logistics operations and analyze the efficiency priority and the development feasibility of air logistics. Fourth, to summarize the Chinese logistics status, describe the internal demand for the Chinese logistics structure evolution and bring up the proposal of strategic direction. Fifth, combined with the market positioning and future development, to propose how the Chinese air cargo would participate in the international logistics competition.While studying on the evolution of the logistics industry structure, the author observed the current market situation which is consisted of the full competition , the constantly innovated technology and the excessive production, focused on the issues with structural evolution related, i.e.: the pressure from external demand and technical conditions required by internal supply chain and finally figured out that the evolution of social structure in production, supply and consumption should be based on: First, rapid information transmission; Second, the demand closely linked with the technology and production; Third, the smooth collaboration between the financial services and manufacturing; Fourth, the various requirements of the latest products could be meet by the suppliers; Fifth, new social patterns generated in the consumption, the production and the supply.As the history of Chinese air transport industry is still quite young compared with the years of other international peers, there are some gaps in certain fields, e.g.: the information application, logistics chain, air cargo management…etc. Therefore, we are urgently requiring the introduction of new technology, optimized asset integration and fresh management innovations in order to accelerate the development of Chinese air cargo industry. In terms of it, the author has made some constructive suggestions for the Chinese Air Cargo who is taking part in the international logistics competition: First, to speed up the information technology transformation on the air logistics equipments in order to achieve the technology-based logistics upgrades. Second, to implement and improve the close cooperation between the air carrier and the iron, water, roads, pipes and set up a flexibly linked logistics supply chain. Third, to use every mean of the market expansion which based on the optimized management and service, and to implement the corporate marketing strategies that aim to the revenue increasing. The author also suggested that Chinese Air Cargo should take the Cargo 2000 quality management system in use in order to establish a Chinese characterized quality management system and improve the transportation quality and efficiency of the air cargo industry.The innovative part of this study is as following:First, introduction of the law of conservation of energy, based on the law that the impulse is equal to the momentum increment, the author concluded that Air Logistics continuous flight time and flight speed are two key elements in the future competition and development of air logistics industry. Second, introduction of the Bullwhip effect, the author pointed out that logistics elasticity is evaluating the quality during the shipments transportation and as a quality indicator reflecting the service levels in terms of flexibility. Third, introduction of the Cargo 2000 quality management system which is being in use in German Air Carrier: Lufthansa Cargo. The author fully considered the Chinese air cargo demand and future development under the WTO framework, and at the same time looking forward to a more competitive operating strategy to improve the transportation quality of Chinese logistic supply chain.Sill in this study there are some deficiencies existing in:First, comparatively general overall on the characteristics and the laws of the air cargo logistics; Second, comparatively limited capability in combining the theory with the practice...
