In recent years, the inlandwater transportation of the three gorges reservoir region has been developing rapidly. it has brought out many unsustainable problems and adverse factors. In particular, the Yangtse River has had a series of changes after water storage of the three gorges project. The challenges it faced involve water pollution, hydroelectric development and South-to-North water diversion and so on. All of these factors will have a huge impact on the sustainable development of inlandwater transportation of the three gorges reservoir region.To set policy of sustainable development of inlandwater transportation of the three gorges reservoir region, it is necessary to make a evaluation on it and select a appropriate evaluation methods.The system of the sustainable development of inlandwater transportation of the three gorges reservoir region has been being changed over time. The development is a process that subsystems in internal system interact with each other and then reach synergism. Meanwhile, it is an open system which exchanges matter and energy with the outside world continuously. Its various subsystems are interrelated and interact with each other. Each system not only pursue their own optimal scale efficiency and technical efficiency, but also the joint development of the whole system. Based on ananysis the various elvaluatin methods, and put index system in system perspective ,aplly DEA model appraising the sustainable development of inland. The evaluation model this paper posed is on the basis of apply system analysis method, it divides the system of sustainable development of inlandwater transportation into inner-transportation resources subsystem, economic and social affairs subsystem and energy and environment subsystem, then make a synthetically appraise from three aspects: development degree, coordination degree and persistence degree. The appraise includes analysis of every subsystem's scale efficiency , technical efficiency and overall efficiency by using the C~2R model and C~2GS~2model of DEA, then it restructures the C~2R model and C~2GS~2model with theorem1 and theorem4 ,and increases the efficiency distinctiveness to show the disadvantages of sustainable development of inlandwater transportation; Last, it applies system collaborative development availability comprehensive evaluation model to evaluate system collaborative availability between every subsystems and internal systems and the coordination validity, development validity and the comprehensive validity of coordination and development.This paper based on sustainable development theory analyses the connotation of sustainable development of inlandwater transportation, the structure and system characteristics of sustainable development system of inlandwater transportation, and Status quo and problems of sustainable development in inlandwater transportation of the three gorges reservoir region, then consturcts evaluation indicators system and evaluation model of sustainable development of inlandwater transportation of the three gorges reservoir region, develop a comprehensive appraisement of sustainable development of inlandwater transportation of the three gorges reservoir region, and poses policy suggestion on these basis.
