China's Power Market Industry Organizations

Power industry is main energy provider for the national economics. Since 2002,China has introduced competition in the electricity market has been generating tremendous changes in industry structure, ownership structure, the formation of a wide range of situations. At present, the electricity market is in the key stage of reform, and reform is significant or not directly related to people's livelihood, how to address many problems appear in the reform process, really form a coexistence of competition and efficiency in power generation market, it has become an important and difficulty problem in electric power Industry reform research .This paper described the theory of regulation make SCP paradigm of industrial organization theory revision and expansion. After reviewing the development process of China's power industry, based on the use of SCP analytical framework for comprehensive analysis of the power generation industry. By comparing different stages of market concentration and entry barriers in the size of the power generation industry in China to inspect the evolution of market structure; on the structural change triggered by the market of enterprises change their behavior, the study including tariff pricing behavior, technology behavior and the behavior of mergers and restructuring; Based on these studies, through the establishment of performance indicators system to study the power generation industry 's performance of the market. The empirical study found that since the introduction of competition of power sector reform in China, generating the production rate of efficiency and technological progress have significantly improved, but the economic efficiency of power plants have no significant increase. At last, the article based on the interaction between the various goals, points out the power generation industry in the current circumstances, should be objective to improve productivity primary, taking into account production efficiency and service level, the overall power development plan to form a competitive electricity market.This paper based on the combination of the oretical and empirical ,analysis of the problems of power sector reform, and puts forward policy proposals to the research through to the power generation market, for providing the theoretical basis and reference value to government formulating targeted electricity reform policies in the future.
