| Since the implementations of the reform and opening up policy, China has made great development in national economy and state economy, especially under the positive fiscal policy. The steps of constructing public infrastructure have accelerated, but social and financial resources are distruted maily in intrustry and citis. The gaps between regins, urban and rural areas are widening. So the dual structure in urban and rural has become prominent, and the problems on lacking and lagging of rural public service resources emerged as a major issue. Meanwhile, numerous surplus labor force swarmed into cities under the pressure of present situation, causing the supply of rural public service got into difficulties. Transforming the governmental public service resource and fountation and achieving the effective supply of rural public service are benefit for solving the issues concerning agriculture, countryside and farmers and realizing the objectinve of building a well-off society.Under the guidance and the comprehension of the theory of basic public service, this thesis, attempts to make a tentative study on the adverse effect of rural basic public service caused by movement of population and operational suggestions on the Chinese rural basic public service suply. |
