Hunan Rural Market Food Safety And Regulatory Issues And Countermeasures

Food security is a major issue about people's livelihood in the country. The party and government in China always has paied attention to food safety greatly and established a "sub-regulation-based supervision of different varieties supplement" of the regulatory system gradually, all levels of government departments of food safety perform their functions in laws, and food security situation has become better. But in recent years there have occurred major food safety incidents such as Fuyang milk powder incident in Anhui, melamine milk powder incident and so on. It exposes that supervision of food safety in the rural market is still the weak link. China is a populous country of agriculture, so it is important to resolve the problem about the health and safety of the food security.How to strengthen food safety supervision in rural markets and to maintain the safety of food consumption in rural areas effectively are an important issue of solving the agricultue problems. This paper is on the basis of summarizing the regulation of food safety at home and abroad, then applies food safety and its control theories.It analysis es Hunan rural markets through food safety supervision system and monitoring the effectiveness, then points to the problems of food safety regulation in Hunan Province:the level of food security in rural areas is low and regulatory is weak. Through analysis of the problems, that whole levels of rural food industry is low, the rural masses'concept of food security of is weak, the quality of rural operators is low, the legal basis for food safety supervisionthe in rural market is lagged, the regulation and law enforcement forces of the rural market is weak, lack of methods of the rural market supervision and law enforcement,consumer rights protection network is not perfect is the main reasons for these problems.To solve the above problems, from the experience of developed country regulatory experience, combining with the rural reality, we will propose the follow six measures establish the law system of food safety in rural market,of comfortable food distribution network, of activists and self-discipline, of sector collaboration, of social monitoring,of food safety ensurance and so on.
