China's New Rural Social Old-age Security System To The Implementation Of Government Responsibility In The Study

China's agricultural population accounts for more than 50% of the total, to establish and improve the rural social pension insurance system is not only relates to the improvement of rural social security system, but also impact China's economic and social transformation. It is the effective way to solve the problem of aging time's coming too. So, it's very important to study government responsibility, which affects the rural social pension insurance system deeply. In the practice of the rural social pension insurance, The Government has been absent in legislating, designing, financing and supervising. There are some reasons for these problems, such as, the limit of economic, Government's neglect of the system, the lack of farmers' interests expressing. Then, through investigating in an experiment area of a new rural social pension insurance system, we found the government responsibility has improved over the old one. But, there are still some problems about government responsibility in the new system. Through discussing, some measures have been proposed in the article. The main measures to resolve these problems are to increase the value of the insurance fund, make the system as a mandatory policy, promote legislation and strengthen the training of cadres. Based on our country's current economic capacity, in order to meet the need of farmers' pension, it's wise to stress the importance both of individuals and government responsibilities. What's more, it's important to pay attention to the function of families and field.
