Capacity For Sustainable Development In The Western Provinces And Autonomous Regions And Municipalities Comparative Study

The western China is underdeveloped and has fragile ecological environment and must face to a serious dilemma.The implementation of "western development" strategy has been carried out for a decade, during this period, the west of China has made a great progress in economic, social development and environment. However, it follows the traditional mode of economic growth, which makes increasing press to sustainable development. In the context above, the author has constructed a new target system of regional sustainable development in this paper, based on the studies of current on sustainable development and the actual situation of the Western China. And then makes an empirical study of all the provinces in the West China of sustainable development. By the making data of the last decade (from 1999 to 2008).The tool used in this paper is SPSS statistical analysis software, meanwhile, the paper analyzes the level of sustainable development by Clustering Analysis and Components Analysis.And then points out the different problems of sustainable development in West China, Finally, according to the results of empirical studies and the actual situation in the western region, the author brings many countermeasures to improve the ability of sustainable development of provinces in Western Regional:(1)In the aspect of economics, every province of western china should make the best use of the advantages in regional and resources, so as to choose and strengthen the special industries.(2)In the aspect of social development, western china should speed up the construction of infrastructure facilities, the development of education scientific and technological progress.(3)In the aspect of environment, in order to lessen pollution, the western china should accelerate the change of the economic development pattern, establish eco-compensation mechanism, prevent pollution move from eastern china to western.
