Nowadays construction of Eco-Industrial Parks (EIPs) has become one of important ways to solve the contradiction between development of economy and enviromental protection. And it has become"The Mine of Third Profit"to reducing logistics costs. This thesis makes economic efficiency ,enironmental benefit and Social efficiency to the greatest degree for EIPs through optimizing logistics networks of EIPs.The planningof logistics networks of EIPs is one of Loction-Routing Problems,and there are two problems needed to be solved namely layout of functional areas or location of enterprises and arrangement of material flowing routing. This thesis solve the two problems with improved Systematic Layout Planning. It makes the improvement in three aspects to Systematic Layout Planning(SLP) to be suitable for solving the problem of planning of logistics networks of EIPs. Fistly, it introduces the industry metabolism analysis in material flowing analysis to provide data for the appraisal of plans of logistics networks of EIPs. Secondly, it proposes several methods to measure intensity of material flowing for sector-specific EIPs, sector-integrate EIPs and venous industry based EIPs separately. Thirdly, inorder to overcoming the defection of merging the weights of material-flowing factors and non-material-flowing factors with the same rate and of the scarcity of plans produced by SLP it regards non-material-flowing factors as modifying factors. Lastly, it introduces a network model of roadway system to arrange the routing of handling the materials in EIPs. And it offers a flow chart.of solving the shortest circuit. Lastly, this thesis has analysed the logistic network of Nangang Industial Area in Tianjin.
