With the development of globalization and information technology, international service outsourcing has become the main trend in the new round industry-transfer process globally. The service outsourcing industry has far-reaching implications on both the host-countries and undertaking economies, service outsourcing is becoming increasingly attractive all over the world. The development of Jiangsu's international service outsourcing is relatively stagnant and starts to be late. Especially the knowledge-intensive and capital-intensive modern services which have a relatively large gap comparing with those of developed countries and area. Faced with immense opportunities, it is essential for Jiangsu to deploy its advantages. Therefore, how to promote the development of the service outsourcing industry is a research full of practical significance in Jiangsu.The thesis combines qualitative and quantitative research, as well as combining theory and practice. On the basis of current theories, the paper starts with the status quo about international service outsourcing. The thesis continues to illustrate the theoretical framework, motion, status quo of the international service outsourcing. With the general situation of undertake international service outsourcing in Jiangsu, the thesis deduced out the factor that effect international service outsourcing. At the same time, the thesis elaborates on these factors and builds up a multiple regression to empirically study these factors. Finally, drawing on the successful service outsourcing experience at home and abroad,and considering the result of empirical analysis, the thesis proposes a growth pattern for Jiangsu's international service outsourcing sector.The research indicates that the development of Jiangsu's international service outsourcing is influenced by factors including market scale, infrastructure and service trade openness. The regress results show that market scale is the primary factor, and infrastructure and service trade openness play significant roles, and that R&D, labor cost and human capital availability are not that important. Based on empirical analysis and exemplary patterns in India, Hong Kong and Dalian, the thesis reaches the conclusion that the collaboration pattern between government and business would be a workable solution.
