From ancient to modern times in China and foreign countries, the members'quality, especially the leaders' quality plays an important role in the development of the country or nation, the organization or group. Therefore, people pay much attention to the study of the leaders' quality from ancient time. So far, we have already formed complete theoretical system of the leaders'quality, however, the development of the society and the progress of the science and technology continuously put forward new and higher requirements to the leaders' quality, which force us develop and perfect the theory of the leaders' quality and keep pace with the times to ensure the scientific guidance of leaders'practical activities. This thesis takes the way of chinese-western contrastive analysising to seek the scientific path of developing and perfecting the theoretical research of the leaders'quality.The thesis contains four parts:Part one:Exordium. Mainly includes the definition, characteristics and the effect of the leaders'quality; the present research situation in domestic and foreign countries; major research methods, main contents and the meaning of the study, as well as the research's innovation.Part two:The similar points of Chinese and Western study of the leaders' quality. Through comparing the current research achievements, this part points out that they both take rulers as research object, both have deep political roots; both emphasize the influence of times development factors; both pay attention to the rank order and levels of leaders'quality; both thinks that the leaders'quality is not the only factor of realizing effective leadership, the leaders'quality research cannot only be limited to leaders themselves, we should also pay attention to the matching between leaders and followers, leadership environment and leadership goal; both emphasize that the organic combination of study and practice is the main approach of improving leaders'quality.Part three:The difference of Chinese and Western study of leaders' quality. Firstly, this part anatomizes the concrete manifestations of the differences from four aspects:research object, content definition, quality evaluation and research method. The thesis points out that the main research object of our study is leaders of the Party and government, the generality of content definition is obviously, the object, method and the standard of quality evaluation are relatively single and deficiency, pay more attention to experiences and good at integration. However, that the main research object of western study is enterprise leaders, content definition is more personalized, the object, method and standard of quality evaluation are dirversificated and perfected, pay more attention to empirice and good at analysis. Secondly, this thesis evaluates the limitation of each study objectively based on the differences. Lastly, this part deeply excavate the reason of those differences from three aspects:cultural characteristics, thinking traits and social development stages.Part four:The inspiration of the comparison analysis between Chinese and Western study of leaders' quality. Based on deep analysis of similarities and differences of the two theory studies, this part points out that we should'first pay attention to the enlargement of research object, the steroscopy of content definition and the diversification of research method. Secondly, we should make effort to realize the diversification of evaluation subject, the scientification of evaluation method and the localization of evaluation standards. Tirdly, the theoretical research of the leaders' quality should pay attention to the operability, regard leadership practice as the starting point and stay point of theoretical research, pay more attention to empirical study, be good at summarize experience and enhance feedback; with the development of times we should also perfect the theroy of leaders' quality, popularize the knowledge and fully develop the guiding effect of the theroy. Finally, the theoretical research of the leaders' quality should emphasize the focalization, in the process of the study we should concern on the self-conditions of leaders, the expectation of group members and the requirements of organization's development.
