The current economic situation, for the pharmaceutical industry is concerned, is full of opportunities and challenges, and the policy and personnel are currently affecting the pharmaceutical industry a key factor. In recent years, more than ten times the domestic pharmaceutical products successive price cuts, and the national drug regulatory system changes so that the pharmaceutical industry in the development of the industry in the history of the more difficult period. The international introduction of the new EU rules and bulk drugs industries further industrial gradient transfer of right to rely on China's pharmaceutical industry, bulk drugs and generics as the main export model presented new challenges. To small and medium sized pharmaceutical enterprises in the fierce competition, must be effectively accumulated on their core talents, improve enterprise competitiveness, the effective leverage of an incentive mechanism for the promotion of enterprise development.In this paper, study at home and abroad on the basis of a number of literature, through the questionnaire form, combined with China's pharmaceutical industry, especially small and medium sized pharmaceutical companies' actual situation, pointing out that the core talents problems in incentive mechanism, as well as how to establish incentives for businesses to maximize their core talents' enthusiasm and creativity to achieve business goals. Relative to large enterprises, while small and medium sized pharmaceutical companies because of the lack of generous funding, advanced technology and scientific management philosophy, the core motivation seems a bit thin talent. But they can according to their own characteristics and advantages of the design with personalized, flexible incentive measures to effectively play the role of positive incentives to attract and retain qualified personnel to nurture talent.In short, the perfect incentive mechanism to guarantee the stable development of the core personnel, thus the construction of the entire pharmaceutical industry to provide protection.
