The international competition is not only the competition for the overall national strength but also for human resource and knowledge. The talent cultivating depends mostly on training. In order to develop rapidly and keep winning, the enterprises have to train their staff in every way. The enterprises' staff training as the essential form and core of human resource developing helps staff to learn quickly and to improve their imagination and creativities.China national south aviation industry (Group) co., is a State-owned military enterprise with long history, which researches and develops aviation engines with high accuracy and extremely difficult to research. Along with the fast development of the national defense industry, the company advances many categories of new engines and do a lot of research which needs more talents, But the traditional training system can not meet the talents training requirements, so it is great urgent for the South Company to build a new scientific training system.In this thesis the author describes firstly the enterprise's staff training principles and then designs and builds a training system based on the South Company's actuality and through using interviewing investigation and comparison methodology and module analysis methodology, and also through benchmarking from other training system. This system gives deep analysis on training requirement analysis, courses development, teachers' management, training feedback analysis and training policies design. It also considers the human resources planning and employees' performance factors and the staff's whole career, and put emphasis on every aspect when doing the training requirement analysis and also that the training must have some relationship with the performance and salary and promotion, and this thesis also standardize the South Company's training processes and its operating guarantee merchandise. From this research, I hope that the training project and the guarantee merchandise can gives some references to business enterprises.
