China's Administrative Law Enforcement Institutions And Research On The Reform Of The System Of Funding

Among the institutions in our government system, there is such a class of units, they are the main qualifications of administrative law, to assume administrative functions of government, and the general category may be called the administrative law enforcement institutions. In addition to law enforcement, inspection, supervision, punishment and other functions, most of the law enforcement institutions in our country have the power to charge the administrative fee. And the money will be a part of their office expenses after a united planning and controlling. In this paper, we are going to carry out a review of the funding system of administrative law enforcement institutions, and its direction and way of reform.There are five chapters in total:Chapter I is the Introduction. It explained the background of the study, the documents of relevant research, as well as the theoretical basis, research ideas, methods and significance of the Paper.Chapter II set out the types of administrative law enforcement institutions in our country to form the background and analyzed the reform history of the financing system.Chapter III exhibited the disordered fact of the non-tax income and extra-budgetary funds in China, with the cases from local marine department of Pudong government and revealed the system defects.Through comparative analysis of the similar institutions in Western countries, Chapter IV advised to re-position the administrative law enforcement units.From improving public financing system, strengthening institution legislation, deepening the public institution reform, Chapter V proposed category of administrative law enforcement institutions of our financial system reform ideas and proposals. At the same time, on the type of administrative law enforcement institutions of state administration transferred to the preparation of suggestions.
