Small and medium-sized enterprises have played an important part in a country's economy. Exploring overseas markets is an impressive channel for their developments. But this process has been seriously impeded because of their lack of effective mode to explore overseas markets which results expensive exploratory costs. So, analyzing the mode of small and medium-sized enterprises exploring overseas markets is of importance. This article takes some analytical methods, such as summarization, integration, comparison, empirical analysis. Based on the existing theories on the internationalization of small and medium-sized enterprises, this article makes the conclusion that Chinese small and medium-sized enterprises could take such kind of mode: export agentâ†'establishing overseas officeâ†'establishing overseas sales organizationâ†'investments overseas. While according to both of the theories on the internationalization of small and medium-sized enterprises based on enterprise clusters and information internalization, Chinese small and medium-sized enterprises could also make good use of competitiveness of enterprise cluster and E-commerce to strengthen their capabilities to explore overseas markets. There are three innovation points in this article. First, when analyzing the common characteristics of the small and medium-sized enterprises in Japan, EU, Chinese Taiwan and China, I analyzed the statistics of the human resources, assets, financial resources of them, and make these indices of them more comparative; Second, I has integrated the theories on the internationalization of small and medium-sized enterprises both of traditional scholars' and Chinese scholar Zhaoyouzhen's and elaborated the theories on the internationalization of small and medium-sized enterprises completely. Third, under the circumstances of internet, I think, based on the traditional mode of exploring overseas markets, Chinese small and medium-sized enterprises could also make good use of competitivenesses of enterprise cluster and E-commerce to strengthen their capabilities to explore overseas market.
