The Development Of Biogas In Rural Areas Policy Research

The development of marsh gas is an important part of rural public goods supply. At present, the development of rural marsh gas has enter the most splendid period in history. Therefor,from the central government to the local government, great importance has been attached to this affair. Therefor, since the 1990s, governments have constituted and promulgated a series of policies and have invested a lot of money in the construction and development of rural marsh gas. However, the cause of rural marsh gas development is still facing serious challenges. And in the process of development, there are still some issues that can not be ignored.Firstly, this article introduced the background and the promulgating process of the rural marsh gas policies. Meanwhile,the article summed up the trend of policies development and pointed out the inherent shortcomings of policies, including interests request of farmers in the policy not being fully reflected, inconsistent subsidy standards and deficiency of policy coordination. Then in accordance with the the implementation of policies in rural areas in Hunan province ,the article indicate problems in the process of practical implementation, which are the serious shortage and imbalances of investment; a lack of planning in the project declaration; the exorbitant rigid examination and approval of projects; services lagging and instability of the technical team. According to existing problems, the author of the article makes use of the theories and knowledge of the policy research to analyze the policy factors which restrict the development of marsh gas in rural areas.These policy factors include a lack of the farmers - centred status; insufficient scientific planning and content of policies; diseaseof the interest stimulation mechanisms of policies;and a lack of the flexibility and information feedback of the policy implementation.In the final part of the article,the author propose policy recommendations to promote the development of marsh gas in rural areas in the basis of the previous analysis discussed.In detail, these recommendations include establishing farmers - centred status; improving the financial structure of capital investments; improving science of policy planning and content; strengthening the rationality and flexibility of the implementation of policies.Through the improvement of policies, the article expects that marsh gas in rural areas should be developed better. Systematic researches related policies on this subject will not only make a clear understanding to policies and the process of policy implementation, but also enriched the policy research of the marsh gas in rural areas, which possesses theoretical and practical significance.
