China Sme Innovation And Environmental Assessment Theory And Empirical Research

SMEs are the main part and internal force of innovation. In our country, 66% of invention patents, more than 75% of technological innovation and more than 82% of new product development is completed by SMEs. The innovation activities of SMEs are characterized by high input, high risk and high income. It needs support from the external milieu. However, the innovation level of SMEs is still very low in general. The SMEs innovation milieu has been paid less attention to and its construction is far from enough which can be further optimized. As a result, to carry out innovation milieu assessment study has important theoretical and practical significance.Based on theoretical study and analysis of status quo, the evaluation model of SMEs innovation milieu has been built with the methods of expert consultation and enterprise interview to evaluate the milieu from 8 eight aspects: legal policy, government administration, market, financing, intermediary services, technology, human resources and social and cultural milieu. On this basis, a new environmental assessment index system has been built. It contains 8 first grade indexes, 19 second grade indexes and 41 third grade indexes. By questionnaire survey of 628 samples, the empirical study is made using structural equation model, nonparametric testing and correlation analysis which finds that the evaluation of innovation milieu made by SMEs is on general level. The innovation milieu can not effectively meet the needs of SMEs innovation. There are significant differences in different regions and different sizes of SMEs. Besides, the evaluation of innovation milieu in different industries, different stages of development has no significant differences. This paper has analyzed the reasons for the differences, put forward emphases to improve our SMEs innovation milieu and built a new service system for innovation.
