Public Governance And Institutional Innovation Of Agricultural Technology Promotion

Public govermance is a summary of the govern administration revolution and innovation practice in the Western countries. To build a harmonious socialist society is a system engineering, and the govern administration is the key. So, there is a need for a radical change on the traditional mode of our govern administration, and try to build a public management mode of our own. It is also necessary to introduce the theory of public management, for bettering the local governance, at the same time, developing the roles of self-organizations, such as associations, enterprises, farmers, ect., in order to build a high efficient, complete, and diversified agricultural technology extension system.Grass-root Agricultural Technology Extensional and Service System has played an important role in the development of agriculture economy, it becomes an important support for prospering agriculture with science and technology, a bridge and link which turns the science and technology achievement into practical productivity. While it is also a principal part of Agricultural Technology Extensional System which directly caters to the presents. So, there is no any other system could compare with and substitute it. Since reforming and opening, the agricultural technology extension has achieved a lot in Pudong New Area, and made great contribution for agricultural modernization. As entering new century, the process of national agricultural modernization and marketization has speeding up, then an emergency of strategic structure adjustment of agriculture has been put forward. In order to promoting this adjustment in Pudong and making the agricultural products more competitive in local and abroad market, we must face the challenge in new stage, create the new advantages of our own, completely implement the strategy of prospering agriculture with science and technology. Only by doing this, we could give a great support on technology and enhance the overall level of benefit agriculture.The government of Pudong New Area has done some research on the innovation of the agricultural technology extension. They has just established an extension system which dominated by government and cooperated by multi sectors such as Farmer's Specialized Cooperative Society, leading enterprise of agriculture and agriculture exemplary households.But on the whole, at present the whole agricultural technology extension system in Pudong could not meet the requirement of agriculture strategic structure adjustment, the system and its operation mechanism couldn't match with the development of market economy, and need to be further completed.So, it's still been a heavy and arduous task to build an efficient agricultural technology extension system in Pudong, so as to fully speed up the agricultural sci-tech achievement transforming and popularizing, enhance the contribution rate of technology progress towards the agriculture production and promote its level to a new stage.This paper starts from the discussion of theory on public management and agricultural technology extension, on the base of comparison of the extension system building abroad, put detailed analysis on the problems and factors within the system promoting, finally put forward some solutions and suggestions of innovation on the agricultural technology extension system.Based on all the above, there are five chapters in this paper, details as following: Chapter 1, Introduction. Set forth the background, purpose and significance, summarized the research development at home and abroad, determine the basic direction and analysed methods of this paper, prepare for the continuous research afterwards.Chapter 2, Basic theory. First of all, introduced the concept and characters of Public Management, and its necessity. Secondly, introduced the position, function of our country's agricultural technology extension, the focus is on the theory of agricultural technology extension, including the concept, function and its position in the progress of agricultural technology. Finally, explained the relationship between public management and agricultural system reform.Chapter 3, the comparison and analysis on agricultural technology extension system abroad. Studied their systems by some typical models dominated by administration, education, project, enterprise, self-guidance, etc. Pointed out their different characters, operation systems, related surroundings and defects, put forward the comparison meaning for us, and at the same time, analysed the development trend of agricultural technology extension system in the future world.Chapter 4, the existing condition, model, effect and problem of the agricultural technology extension system building in Pudong. In this chapter, summarized the experiences acquired from the extension system reform, furthermore, put forward the problems existed and the "bottleneck" of its development.Chapter 5, the design of the agricultural technology extension system building in Pudong. In this chapter, it put forwarded a high efficient model which combine the governmental promotion together with the market mechanism. That is to say, under the governmental promotion, mobilize the enthusiasm among the enterprises, universities and the related agricultural economic cooperatives, then to form a multi-sectors promotion model step by step.
