Compares to mature market economy country, the reform in china has a special background of institutional change starting at planning economy with state-owned in domination. The biggest barrier in china is not the natural monopoly but the statutory monopoly.First of all, the method which combines canonical parse with empirical analysis is adopted in this thesis. The starting point of system analysis in itself has the characteristic of canonical parse. Meanwhile, the analysis to the particular route of telecommunications industry reform process in our country must be a demonstration.On the other hand, this thesis also adopt ordinary analytical framework of new comparative economics to try to explore the dynamic changes process of statutory monopoly system of the telecommunications industry in our country, and to rediscover and locate the influence of advantages and disadvantages of statutory monopoly system to the whole telecommunications industry.On the basis of combining the situation analysis of China Telecom industrial restructuring and the changes analysis of statutory monopoly system, this thesis makes clear the key position that the statutory monopoly is the main current element to obstruct the telecommunications industry reform in our country, and we should eliminate the effects of the act and draw into the competition. At the same time, pointed references are made about concrete proposals: deepen the property right reform of telecommunications industry and impel the pluralism of property right; optimize the telecommunications industrial structure and create a full and fair environment of competition; make up a new type regulation system of telecommunications industry and perfect the supervision.
