Research And Revelations Of Supervision Of Monopolistic Corporations Abroad

The countries all over the world have taken the supervision measures to national monopoly enterprises. According to different monopoly properties and different stages in supervising monopoly industry, we have selected three representative presidents (or prime minister) as follows in this paper: Theodore Roosevelt and Franklin Roosevelt of U.S.A. and Margaret Thatcher of Britain, and separately investigated the supervision policy of monopoly enterprise in their terms of office. From their practice in supervising the monopoly enterprise, Theodore Roosevelt, a pioneer of the supervision in government, mainly supervised economic monopoly by means of compulsorily separating the existing large monopoly enterprises to introduce into competition. On the basis of Theodore Roosevelt's anti-monopoly policy, Franklin Roosevelt further strengthened the supervision of natural monopoly enterprises through setting up independent organizations in each natural monopoly industry separately, which are specifically responsible for supervision, to entirely monitor the operation of monopoly industry in all aspects (mainly including price, and even operation type and product quality etc.). And Mrs Thatcher mainly aimed at administrative monopoly brought by the state-owned enterprises. During her term of office, she vigorously promoted the privatization of state-owned enterprises, introduced competition in monopoly of the original state-owned enterprises, and set up Control Office in various sectors, which is responsible for monitoring natural monopoly industry. In this paper, we have continued to analyze the present situation of monopoly supervision in China, and pointed out the main issues in anti-monopoly and administrative supervision, i.e. the contradiction between existing legislation of monopoly industry and administrative system, establishing anti-monopoly system delayed by unissued anti-monopoly law, and unformed modern supervision system. Finally, we have obtained three pieces of inspiration about anti-monopoly supervision through combining the anti-monopoly measures of different countries in all periods with the present situation of anti-monopoly industry supervision in China.
