Property management is an important component of real estate market system. It has been developed for twenty years in the mainland of China and been an indispensable aspect of the modernization in urban management now. But from the aspect of industry management, we always take the way of learning from others. We keep groping in practice to improve. The system construction is relatively lagged, and the fee disputes of property services frequently happened, the problems of determining the property services' price have become into focus and been difficult problems of the property management industry.December 2005, Beijing Development and Reform Committee and Beijing Construction Committee issued the "Management approach of the Beijing property management service charges (for trial implementation)".It has been the policy basis of the Beijing property management service charges. The document indicates the market-oriented direction of determining the property services' price, the form of determining the property services' price which is mainly with the market-adjusted price, government -directed price as the secondary, the way of billing combined with overall rationing payment and commission based salary.However, there are many problems encountered in practice. This article will make an deep analysis of these questions, try to penetrate through the appearance to get at the essence, make the further analysis using the Public Goods Theory, Property Rights Theory, Equilibrium price Theory and so on, being with the factors which affect determining the property services' price, such as the special attributes of property services' products at present, the obstacles of property services market-oriented, and the affection made by the different ways of billing on the interests of all parties, thus make the actual operation recommendations for the government intervention, operating of enterprise, building of mechanism, which need be further improved at present, provide some application value and reference value to solve the problems of determining the property services' price in our country.
