Evaluation Studies, Based On The Hub And Spoke Network Of Flight Plans

The Hub-and-spoke scaled network is adopted widely by international large-scale airline company, which is also the strategic aim for the development national ones. The flight-plan not only is the product of the airline company, but also has it on it's shoulders that embodying the stratagem of development, enhancing the quality of product and marketing-competition. Therefore, it is necessary for the building of a flight-plan with high quality for the development of airline company, and for the rating of flight-plan. This paper aims at the evaluating system of the flight-plan, and the following contents were involved:Firstly, by discussing the concept, work-flow, and key elements of the flight-plan, as well as flight-plan evaluation methods and theories, this paper points out the problems existing in flight-plan management. Meanwhile, the necessity and meanings of flight-plan evaluation is summed up.Secondly, based on the analysis of characteristics of Hub-and-spoke scaled network and flight-plan evaluation method, combined with literature consultation, passengers investigation, experts visiting, Analytical Hierarchy Process, Fuzzy Comprehensive Evaluation, Factor Analysis were used to the flight-plan evaluation to account for problems from different point of view.Thirdly, evaluation indicator system of flight-plan for the Hub-and-spoke scaled network is constructed which not only can reflect the the stratagem of development for the airline company, be fit for the models selected, but also do a scientific rating for the flight-plan based on the Hub-and-spoke scaled network.Fourthly, the flight-plan of China Southern Airline(CSA) was taken as an example for the evaluation. The evaluation results show that the indicator system constructed is scientific and logical. Moreover, the results of the three models were also proved to be consistent and complementary with each other.Main problems of the flight-plan of CSA as well as its perfecting and improving directions were pointed out in the end of the paper, for the providing of long-term effective and objective guidance and suggestions of development of flight-plan. In particular, the paper specifies that CSA should catch hold of the historical chance of construction of the second airport of our Capital, so that enhancing the hub-status of Beijing.
